It would have been sufficient to shoot at the shoulder, the hand, or the leg or all three. It would have caused the car to crash into another from the driver’s loss of control and shock and they would have been able to get out of the car.
True but that’s risky as well if the driver crashed especially in a place with fire around it the car could have blown up.
