I agree with you, but unfortunately, retaliation would have brought attention to it among the co-workers and Japan is still at a point where if a man gets harassed by another man, the victim is the one that is blamed, and NOT the instigator. So there is usually no way of dealing with it, other than to do so silently. And someone like that jerk, for all Makoto knows, he might decide to try blackmailing Makoto if he were to punch him or some such.
That being said, he DOES need to at least be much firmer in his interactions with the creep (especially when alone).
