Nah, in Japan, women are expected to give chocolates to most of the men they work with on Valentine's Day - just courtesy chocolates, but still something. Then the men give some small gift back on White Day. It's a lot more tradition-based than romantic, in many cases - like Ichika and her friends all exchanged friendship chocolates, and Tamaru knew Ichika's chocolates for him were the same ones she gave to the other girls - not special ones.
Now, if a woman is trying to make her feelings known or if they are a couple already, then she would give fancier chocolates or homemade. Yes, there are levels of chocolates when it comes to this stuff in Japan. If Ichika had given Ryo chocolates, she would have had to decide on which type to give him.
uh you can hang out with the opposit sex without expecting them to jump on you. they have a history in friendship and they even work in the same company. plus i hardly think he has any time to question her feelings when he's so hung up on ichika
