Actually no. The author is reminding the readers that Eun-ho has unresolved romantic feelings for Jihyuk and until he confronts those feelings, he will continue to make inconsistent decisions like this.

Did the author think that by making the red haired guy did what he did in this chap (Ch.16) is going to make the reader thinks that red haired is better than the black haired one
