I really really don't think she did this to say goodbye, after having to wait the entire time she probably decided that it was best to end this and him showing up at the very end sort of made no difference at that point.
Looking at her face, you can she was hurt as well (not trying to defend, just explain her PoV; cuz imo, ur analysis was partially wrong) and decided to end it right then and there, on his face.
Bitc- If you wanted to say goodbye and move on, just do as he did and ignore him! He went to that hotel against his better judgement only because you wanted to say goodbye.
You know what I think? She did that to hurt him. Because up until then he was controlling the situation. Him ignoring her and her chasing after him. Then she sent him a text that made it seem like if he comes there might be a chance. He must have thought long and hard about it and went because he thought there was a chance.
