I think he finds Nagare fascinating because of his unwavering ability to care and love others even at the expense of himself. Okaya cannot do that himself, either with his parents or his ‘friends’. You’d think he and yakuza guy are similar. But while Okaya cannot feel love, he recognises it and finds it interesting whereas the Yakuza guy probably cannot see it or finds it a nuisance (so he explains. Whether he’s just bullshitting or not is another story).
Since Okaya cannot feel love, he enjoys it vicariously through Nagare which is why he bullied him so severely to see how far his love went. In the end, Nagare proved his love for his mother to the utmost degree by throwing himself off the roof for a fake video that would slander her, which Okaya finds so cool about him but he also mourns the loss of his ‘toy’ which he cannot feel vicariously from ever again.
This is all just my own theory though. Okaya’s thought process certainly is interesting and we’re so close to his comeuppance.
