A lot of the rape culture has to do with not having homosexual marriages, and everyone internalizing homophobia. It was very much the same way in the US, but since both things are starting to mellow out, we're seeing more romance and love publicly. They still can't do that there, so everyone just pretends to not be gay, but they still wish to have sex, so artists and writers just pray that someone would "make the first move even if I'm scared" which leads to the rape culture. Japan doesn't have homosexual weddings, but because they've had BL in media for a long time, and even have words for people who love BL, there's more romance tags there now. SK will follow suit, it'll just take some time with more and more people putting money into that industry. Japan was the same way at first, too.
