You can dislike an art style whether you draw or not. The people above were pointing out things, not necessarily "complaining" as you see it. You probably draw, and I do too, but there's nothing wrong with pointing things out about an art style.

It's called an observation, get it right. If you're going to put work out there for an audience, it's going to receive their comments; positive or negative. Anyone is entitled to voice their likes, dislikes or anything else for that matter, because it's YOU they're trying to appeal to.
