I'm sure they really love each other and it was back then too. The bullying was not because of dislike but because of like. Not knowing how to react he became a bully. It is not a pleasent experience exploring your own self if you don't fit in.
It doesn't make the present any better. They should talk about their relationship and cleare it up. But on the other hand doing it in the first chapter would mean we don't hvd a story, so we have drama

Honestly, seeing how hurt Itonaga is in the present by what this guy did to him in the past says so much. He is still hurt and I guess the manga means to suggest that he is better than he was before and that he regrets his past actions but... I mean, he didn't even outright bring it up and apologize.
Realistically, the two should not be together. Especially when it hurts him this much.
