Dio is Lucciola's younger cousin. He's the short kid with glasses and straight bangs. He's pretty much the only real 'student' among the central characters.

I just hate characters of his type. Drowned in their own definition of justice.... And dude, hes not even handsome....

and he...kind of a useless character. he can't even fight he just....there XD

That's what we know of Dio's character for now but he has room to grow, not all the cards in this story have been played yet.
You also have to remember he's pretty much been sheltered up to this point. As for his obsession with justice I think it has a lot to do with his father. For him maintaining his sense of justice(however naive it is) is likey something he thinks would have made his father proud. Its his way of keeping his memory alive.
His remaining family never wanted him involved in anything like this... considering what happens to those who do. Like his father.
He's going to probably experience some kind of growth, now that his cousin isn't there to carry on the the investigative work of his and Dio's father. Handsomeness is definitely not his strength agreeably, he's more of a cute little magpie.

Dio is indeed quite a bundle of annoying quirks. Hehehe, I have my fingers crossed that puberty hits him so be can at least get him to a bishounen level of beauty. ( ꈍᴗꈍ)
