I think if the WEBTOON or Manga is ‘officially translated” then both the author and the foreign language publishing team both decide and sign off on the renaming. The change is so the story appeals more to the new target audience. However, some choose not to change the names though.

Having had foreign friends who chose English names, they just choose a name they like. Some people get sick of others mispronouncing their real name so they just go by one that’s easier. It’s a personal choice.
Here in Czech republic we have a huge Vietnamese minority and they usually just choose some typical czech name, because people struggle to pronounce their vietnamese name. The names are not similar at all most of the time.

I know from knowing Chinese people in the past that they recieved a Chinese and English name at birth, I don't know of its the same with Korean people
