They're not skipping it, there's still plenty of stuff that needs to happen before that Class S gate opens. They're merely showing Liu Zhigeng doing what they talk about him doing later in the story, taking care of the ants that escaped and that are headed for China. It's easier to show something happening in the moment than to reference back to it later on with no context. Especially in comic form when we don't get ALL the dialogue that happens in the LN. This way we already kind of know there's another Hunter of such power out there before he's properly introduced (which will be a while).

i dont think Its possible that theyd skip the attack on titan japan arc just because they introduced the chinese guy a tad early right?? Maybe a few adjustments to the flow of the plot but they just cant simply forget bout that ya know??
