I've been thinking the same thing when I read that panel...I mean they were so close, like were they measuring their sizes?
I think this two dudes bathing together part leads to the issue about the archduke being gay and theres a servant being spy for the archduke's father. And the last part when he took off the towel in front of chloe must be on purpose and somehow related to that too (about he's not actually gay lol)
