They do that in order to attract male readers, it is used so much that I heard that in Japan male readers hate when they don't put fan service in mangas!!!
It is becoming annoying and overused, but they do that to keep male readers interested in the mangas!!!

Oh my gosh I'm trying to focus on the story here but honestly, the ecchi factor that keeps showing up is extremely distracting. Like, sure romance is nice an all, but can you please put away your boobs and thighs? Like, there is a time and place to flaunt these assets, and if you keep doing this, it will honestly wear people out and won't be sexy anymore. It's getting really old already. I'll have to pass on this story despite it's good storyline.
