Shii seems to have some sociopathic treats, he has little to no conscience when harrasing Takumi, he may realise later on that he did something wrong but then immediately masturbates and doesn't even care about the fact that Takumi sees him, after he attacked him.
He never really tries to genuinelly aknowledge Takumi's struggles with the topic of sex, he only acts to appease him but does not understand it.
As for Takumi, I am not sure if he is asexual or just a victim of a trauma, I think what he needs is time to think about it to solve all his confusions around topic. And that I am afraid Shii is just not able to grant him, because HE JUST DOESN'T HAVE THE MENTAL ABILITY TO UNDERSTAND and will only continue to make Takumi uncomfortable. I really don't know how this is gonna turn out.
