Sorry idk what chapter specifically but she originally saved one wolf, and later on he brought back a mate and had pups, which led to the pack she has now.

It happened way back at the beginning when she was chief of a small village that were struggling to produce anything. She found the wolf starving to death and took care of it. The rest is explained by the other commentor.
