Well...tbh in the old day, Nobility often practice adoption of potential spouses into the family. So it's not all that weird? Granted they didn't do that for Ran, but it's probably not illegal for them to marry.
I feel you , i would not be really confortable with the idea of marrying my step bro either but this is not our time , considering the context ,time and place of this webtoon, getting toghever among the fam is common ,we can't really judge with our outer perspective, things have change,we're the future they're the past,they do not think like us.

They are step sibs by law but the ml already said that he doesn't think of her as her family which means 2 things. 1 is that he doesn't like to think of her as a FAMILY cause he has crush on her or 2 is that literally he doesn't think of her as family and thinks of her as a stranger which I guess is pretty impossible cause he is the ml.
