Because he just wants to legitimize rashtas child so the kid can inherit the throne... He knows rashta will be a shit Empress anyways and Navier was really good at her job so he believed once the kid was Born and was able to be crown prince then he could throw away rashta and bring naiver back to her position also I believe he does love her but her independence makes it very hard for her to give the sort of affection sovieshu wants hence why he compared her and Navier to navier lmao cause rashta was so affectionate
