You can delete someone else's chapters so it's to avoid double uploading. As well as keeping the bots away with they're scrappy translations. I know it can be a little jarring at first but you'll get into the rhythm of it. Especially when most of the stories have started doing it to keep bad translations away.
The placeholders are lifesavers! I rather wait with good translations and doesn’t interfere with reading at all.
