She "acted" like the goat/milk was her action for the water crisis. Which is dumb, but in reality she use that plan to secure milk, wool, and livestock. She uses the goat plan to confuse the authorities.

Nooo. It's only a front. The fl acted like a dumb authority (replacing milk with water) to secure the goat for different purposes ie, wool, meat, & milk. They have separate plan for the water crisis which they showed in the last chapter, the aqueduct construction.
Since nobilities doesn't rlly care about the Homunculus and the fact that there is a political battle between the royalties, they must have look down at the princess dumb plan and let her did what she want since she's bound to fail with that plan and therefore will fail the emperor and fall from his grace.
