because when someone calls you hyung/oppa or eonni/noona that means they are close to you. they usually address someone with -ssi or sunbae which is more formal
Boys call "hyung" to older boys who they're close to. So I think it represents that he thinks that they're both close. It doesn't mean that they're brothers but shows their closeness.
First off, It's Korea, not japan, Second, correct me if I'm wrong but 'Hyung' is referred to someone who is older than you (male) and is a close friend or an older brother (family)

It's because of the media. Hyung or endearment sounds really intimate compared to just "bro" which anyone could use. It lessen the effect, I don't think me saying "bro" with everyone would be as special as Korean "Hyung" or Japan "Nii-san"...it's the feels!!
