For me it's considered harem only if he has romantic relations with more than one girl, or if there's more than one girl aiming to be his girlfriend. I get what you mean, but I don't consider having female friends as harem.

Yes, he will ultimately end up with one girl in the end unless the autora decides “oh imma fuck it up” with reasons of course but other than that, we all think he’ll end up with one girl. And yes, it’s tagged harem because he is surrounded but a lot of girls who love him and look up to him and care for him.
