the government regulates people's emotions through chips implanted in their brains in order to ensure the happiness of all citizens. however there is a rebel group of hackers who can hack into the chips and create illusions. one day a high school girl discovers that she is a hacker after an incident at school and the government recruits (forces) her to take down the other hackers.
