I think it's only truly labeled as gender bender because of the black haired boy (Suzumi) and fluffy haired boy (Ten-chan) who just genuinely love crossdressing.

It's not a gender bender but I guess it's labeled as such because those into that label will probably also like this. But yeah, ideally it shouldn't be marked as such.
