I thought about it too. The late emperor said he couldn't let Lucas see him yet so I thought as long as Lucas is with the doll Claude it will be okay. Just for a show to the nobles to end all their rumblings. But I doubt the late Emperor would just stay still.
You’re right because if Lucas left the emperor’s side his brother would have probably ran away to avoid him but have access to kill Claude
