Rowell was asking y Dev wanted to leave him bc they’ve been building a romantic relationship w ea other, and he feels betrayed by the idea that Dev would want to break it off. This situation doesn’t necessarily tie to the issue of slavery imo, cos Rowell doesn’t “enslave” him or force him to do anything he doesn’t want.
exactly. he was putting their romance first before the reality of their situation. when you love someone and you know they are suffering and they have to take care of their shit, you don't say 'what about me?'

How was Dev suffering w Rowell?? Rowell told him he’ll help him find his family, and I don’t think he has done anything that made him “suffer.” As we saw in the ending, Dev wanted to leave purely bc he thought his presence would hurt Rowell’s social standing/how other nobles saw him.
so the mc asks the Spinel, forced into slavery and fearing for his family, why he would possibly want to leave? and tries to make him feel guilty? um...
