Yeah, I dunno why he is being brutal here. In the novel, he isn't that aggressive towards Adam White. He just grabbed his collar, that's it.
He was also described as a polite man compare to the others S-ranks. Maybe, they try to make him look cooler by acting aggressive?
But being aggressive isn't even cool........
It's not 'hot' nor 'cool' to act like this. He basically just abused his power in an attempt to harm an innocent worker who's just a messenger.
