I think it was just a way for Billy helping Jack break it off with Ronnie since he(Billy) heard their conversation.
The $10 was payment on a bet - Jack slept with Ronnie and won. However, there was actually no bet to begin with. Billy has a crush on Jack and in an effort to break Jack and Ronnie up, he pays Jack for the fake bet in front of Ronnie to make Ronnie mad. If Billy had heard their conversation, he would have known that Ronnie didn't love Jack and the fake bet payment would have been unnecessary.
