It’s seems like genuine concern too because he’s not trying to get Jooin to fall for him. If you had a friend that you had a secret crush on and that friend was hooking up with a jerk that treated them like crap and basically abused them wouldn’t you try to be around that friend as much as possible too. To support them and try to get them away from the jerk?
He followed him to Korea, As you said he is suspicious about the apartment thing and he said "it makes me not let you go" in the last episode. He wants to protect Jooin, but it's a little scary. I think they will gradually reveal his obsessive side to show Yahwi well. I hope Im thinking wrong and it ends with Cain.
