Anything that fits inside 3rd cousin is a close relative. Don’t know how you were under the impression cousins aren’t also incest. Look at a family tree. Your first cousin is your parent’s sibling’s child. If your parent was a twin, you’d be cousins but also half siblings. So yeah, it’s weird.
