I think it might be a much weaker form of mind bending. Banam had full control to completely bend humans to his will and could do it instantly. But maybe Nuah’s is much weaker and more subtle that it slowly chips away at the people around him.
But even without that Nuah is so loveable and I think he realizes that
Even if its subtle / weaker / it take time to work, Rix completely ignored Nuah's "desire" when Nuah asked Rix the meaning of their kisses.
It's pretty convenient for the sake of drama to conclude "Nuah's influence is too weak to make Rix obey when he ask for something, but it's strong enough to make Rix love him"
If Nuah's power makes Rix thinks "i want to love him"
Then it should work also as an overall "I want to do what Nuah wants from me"
Especially considering that Nuah never explicitly asked, implied or showed signs of wanting Rix to love him romantically. So why would his feelings be caused by the divine beast influence in the first place??
I'm not saying it is impossible that its caused by Nuah's powers. But it's ridiculous to assume that this is it considering everything i have said.

So obviously Nuah doesnt have the control Banam has over humans.

How are you able to refuse a direct request from Nuah but you believe you love him because of the div8ne beast influence.
Not to mention, Banam's point was that Rix will obey to divone beasts's desires. And Nuah never asked for Rix to love him romantically.
