I think it just doesnt instantly take effect like others' and doesnt taste wrong either since its pure, but nonetheless is still poisonous since it's not that of the link? At least that's my guess.
maybe he called it poisonous because the more he drinks jooin’s blood the weaker he gets and by eating vampires‘ heart or something can make them stronger.
We only know, based on what blondie said, that Sooin has “pure blood.” We don’t know the whys and hows at this point, and hopefully it will be answered later on. We don’t even know if Chi-hwan himself is aware that Sooin’s blood is poisonous for him
