From what I understand, the queen didn’t hate shuli. She’s testing shuli’s capability to lead her family in that society bc the queen knows that the empire is in deep shit ( as in at severe odds w the power of the church) and that’s why she kept on mentioning Johannas. In the earlier chapters, she mentions to the King that Johannas left a “play” for them, referring to how he made Shuli as the head of the family, and how she would become pivotal in the empire (like in past timeline her death was monumental). We can also see that the Queen at least had acknowledged Shuli’s worth after all she did in the trial.

No she hated her. In the first timeline Nora said No one really 'see' Shulli for who she is, either The Emperor or his Dad who favor her or the Queen who hated her, they only see the Late Empress shadow in her. In the second timeline, in the beginning The Queen hated her too because she look so much like the late Empress and she think all the men who loved the Late Empress (The Emperor, Jeremy Dad, Nora Dad) chasing after her shadow in Shuli, that's why she is testing her if she really has the abilities, after the trial she admits that Shuli has the ability, the reason Jeremy Dad choose her is not simply because she looks like the Late Empress. The Queen hated the Late Empress not because of jealousy since she didn't love The Emperor, she just hated that her friend (Jeremy Dad) and her brother (Nora Dad) was so infatuated with the Late Empress and make a fool of themselves.
I just get amazed at how identical Shuli and the late empress looked. No one in the manhua notices bc plot lol but I’m always like dam.
