It actually makes so much sense that they weren't shown having sex together. Personally I would have been quite mad if they did. Yes the manga showed many sex scenes but not a single one of them was romantic or even erotic, they were all dark and painful. Those scenes were never shown as something positive and therefore it's the only right thing to not end the manga with Sex between the only two likable characters
Yeah what you said is completely valid and totally makes sense too but imo after everything that the uke went thru, after all the emotionless, meaningless sex he experienced with various men, i wanted to see him make love. I wanted to see him not just doing it because he hates what he is or he wants something out of it or was forced to do it. I wish the author has shown us the contrast in uke when its done with someone he loves. Cos honestly with the amount of shit happening throughout the story that ending was not enough. There should be more chapters showing them being happy.
