It can be of both genres, shounen ai itself focuses on the boys emotional and mental love for each other while the yaoi part refers to their sexual interest in each other
Oh it's just that mostly stories with the tag shounen-ai tend to not show anything sexual, or at least imply. I want to read but i just don't want to be expecting something that's not happening =w=
They make out a lot, I would think they have sex eventually like how in my closet and cherry blossoms after winter worked out
