This is a really good theory. I agree, I suspect it has some type of mental illness rather than a physical one. I read chapter 10 on Friday and it is hinted that Skylar seems has some kind of trauma from his past.

i was just reading an artical about personality disorders and i think skylar may have avoided personality disorder. he's extremely shy, isn't close with anyone, and takes pictures of his crush because he knows he can't ever confess because it's holding him back. he's uncomfortable around so many people for no reason and as we saw in the first chapter, he goes to therapy and has pills for some sort of illness.
i could be totally wrong but that's just what i see from this. it explains why he breaks down in front of cirrus a lot. yes it's because cirrus found out that he takes hundreds of pictures of a guy without his consent but it is also added stress from what he's battling in his body.
