Isn't it normal to say "I love you" to your close friends? Idk if it's a cultural diffusion, but I'm pretty sure he's using "suki (好き)" which can either be platonic or used to say "I like you". He isn't using "ai" (愛してる) which means "I'm in love with you" which is romantic love. But I could be wrong. :/
