
It's because the seme is ignoring what the uke is saying. When the uke says "wait", they don't care and just continue going at their own pace. If you want you or your partner to be able to say things like "stop" during sex without it actually meaning anything then come up with a safe word that can be said for when you or your partner actually want to stop.
