When I read the story the first time, I wondered how the Emperor ended up with such an almost jaded personality. And how he warped situations almost as if to make the empress a villainess to excuse himself. After re-examining the story, I think I see what the problem is.
The people who support the empress support her as a person but the people who support the Emperor don't. So the Emperor lacks common sense and has no person who would be willing to really say "Hey, man. You need to cut that out."
It doesn't excuse him but it explains things a bit.
