Yes rape is a reoccurring theme in the story but that doesn't mean we can't criticize it. It is quite obvious that what Hwan is doing is in fact WRONG no matter how frequently it happens or how it is painted in the story. I would actually argue that the author here is trying to emphasize the fact that his actions are wrong and will eventually lead to Chiwon been deeply hurt and traumatized. Plus no one is yet criticizing the whole story because we don't know what it is yet, all we know is that what Hwan is doing is not ok.
