TL;Dr - Uploader gently explains that there were two separate people who uploaded this "missing" chapter which was just fanart, not a real chapter of 19 Days. One uploaded because they liked to share the fanart with us, the other wanted to try uploading something. Both know they were in the wrong so it's not a hate post.
Translator/Uploader just wanted to clarify that we shouldn't do that otherwise there will be confusion and fights on whether the fanart was actually a real chapter or was just fanart.
This is one of the few works where the author of a webtoon allows fantranslation of their work. We shouldn't disrespect that choice by adding confusion to translation teams. Also, the fanartist received a lot of hate and criticism for their fanart even though they didn't post it on mangago, so they've stopped allowing their work to be seen in public.
Also, translator will ALWAYS upload a few hours 19 Days has been created, and we should never try to overupload her. She will always always always get our chapter to us.
And she remains anonymous because she doesn't want to get invested into her hobby and get emotionally affected by comments and emails.
But she sometimes sees our comments and really appreciates all the love and cool stuff we've said.
Overall, think about your actions and don't do things that will affect multiple people. You might have no ill intentions, but there is consequences to your actions that other people than you have to pay for.
If the artist allowed reposts then yes, but this fanartist does not allow reposts of their work (which was discussed in the notice but the person who summarised for you forgot to mention that). So the fanart really shouldn't have been posted here in the first place, or anywhere tbh, since it's extremely disrespectful towards the fanartist
