nah I think kaito is still a man deep inside. It's just that he loves cross dressing.
In the last page they ask her "what kinda person is your boyfriend?" and she says it's a secret. So yeah, they are dating.

Yuki , Kaito & Mikako will saw each other while wearing their uniforms.
and later on Kaito and Mikako decided to wear their sailor uniform by keeping it a secret to Yuki. and yuki found them.
