He faked the fact that something bad will happen if it opens so it will be closed by the following emperors every few years in order for her not be able to get out. The ‘curse’ thats being passed down in the royal family also isn’t actually a curse but the Goddess of Light asking for help in the ancient language. The mentioned that it was destroyed by Rakshul right? It wasn’t him but Emperor Philip. Most people back in the the day like what was mentioned in the story and that made it easy for him to destroy the language and made a new one so that no one would be able to read the Goddess of Light’s plea for help with the excuse of ‘helping people to become more literate’.
