I think Yoshino was implying that keeping Kirishima tied to her is the safest option because he is extremely dangerous when he is left to his own device. I guess in a way or another Yoshino feels like she is able to somewhat keep him in check or has some control over him.
I think that is why Tsubaki was comparing Kirishima to a cute pet that might later turn into a beast, because the current Kirishima is still "docile" compared to what he could become if he is left to do what ever he wants.
Can someone explain to me what yoshino was trying to say at the end of ch.23, pls
