Yup. It's been repeated several times throughout the story that Dahlia palace is neglected. I mean it's pretty obvious since they can't even afford food and only have 2 servants. Of course the other palaces aren't going to be like that since they belong to the wives of a Duke. Dahlia palace was always poor but was in slightly better condition when Dietrich's mom was alive but the overall condition was still poor.
