Well, this is speculation but if money=power, then if her family becomes poor she could lose standing and influence, especially if there are more influential people in society. The empress needs to be THE TOP, so if her family is bringing her down, she needs to bring them up. And if she’s a bad person, she’ll do that in the easiest way (killing them would ruin her standing as well, so she wouldn’t do that). She said her cousin was poor right?
