yep! can confirm he does technically reject tessa but he does admit to having underlying feelings for her. his reasoning for rejecting her rn is that while she may be ready for a relationship, he’s not, so that’s why arthur asks for her to wait for his feelings to mature etc etc.
I stopped reading the novel after like chapter 120 or something so I'm not 100% sure but like he says some shit like wait for me or something like that :l I'm not sure too sure about how it exactly went but that's the gist of it, so I'm not sure what exactly happens between the two but I don't think they'll be in a proper relationship before dealing with the main enemies of the series
