Yeah I think so too. Plus the empress (before she isekaid into the story) doesn't remember the governor being in the story
well then the emperor is really dumb damn
like why is he being so obviously suspicious?? and leaving out clues to the empress like that note on the artifact it just screams that he's being manipulated into doing all that by the real bad guy imo, and I think the emperor must have a valid reason to trust him he wouldn't rule the whole empire if he was that dumb
