I think Sanji could take off a normal handcuff... But judging by the storyline I believe that handcuff has top technology, it must be made of some imposible to break material, and it's supposed to explode if you cut them...
I think sanji can take that handcuff by himself. He did see how to taje it off in sabaody arc.
