You can go to the main page of this manga. Stroll down a bit and find bureau of investigaytion’s comment. It’s already detailed from beginning to end but the manga is still a fun read.
Am I only one that thinks that Luca has already made his wish and the reason why he’s so different is because his wish was for him to go in the past and reset everything. It would explain why he’s so intelligent and why he acts more like an adult. If that’s the case I wonder if he actually can’t make a wish because technically he already has made one in his lifetime.
